NDA Panel

EFSA's Panel on Nutrition, Novel Foods and Food Allergens — responsible for novel food safety assessments.

The NDA Panel (Panel on Nutrition, Novel Foods and Food Allergens) is the scientific body within the European Food Safety Authority responsible for risk assessment of novel food applications under Regulation (EU) 2015/2283. The panel was formerly known as the Panel on Dietetic Products, Nutrition and Allergies.

The NDA Panel reviews each application against EFSA's scientific guidance and issues a scientific opinion on whether the novel food is safe under the proposed conditions of use. The opinion is then used by the European Commission and Member States to decide on authorisation.

Within the NDA Panel, a dedicated Working Group on Novel Foods conducts the detailed technical assessment. The working group draws on expertise across multiple domains including toxicology, chemistry, microbiology, nutrition, and allergenicity. For specialised questions, the working group may consult other EFSA panels or working groups — for instance, the GMO Panel for genetically modified microorganisms, or the Scientific Committee's Genotoxicity Working Group for genotoxicity assessments.
